This telephone insulator has holes in the top to fastening where the wire where it's free to slide in the top groove. SIET may be "Società Industrie Elettrotelefoniche", an old Italian telephone company. Likely a MIVA product of Pyrex glass as Nora Coppo has a MIVA catalog with a similar piece in Pyrex glass (just larger) pictured.
