This unusual item measures 1 1/8" - 2" X 3 7/8" (29mm - 51mm X 98mm) and is an in-line strain insulator designed to hold a fuse - the top two holes were used for bolts with a fuse between them and the first wire going through the bottom hole and the second around the side.  Picture courtesy Don Mecklenborg.
