This unusual item measures 1" - 1 3/4" X 3 3/4" (25mm - 44mm X 95mm) and is an in-line strain insulator designed to hold a fuse - the top two holes were used for bolts with a fuse between them and the first wire going through the bottom hole and the second around the side.  Picture courtesy Brian Riecker.
