DRY SPOT INSULATOR No 10 // MADE IN U.S.A.

This Whitall Tatum insulator is known as a dry spot due to the fact it is designed to allow the telephone drop wire to be potted under the extra wide skirt to provide a "dry spot" on the wire to reduce leakage.  It was made to the 1929 Rufus Gould patent.
