U number assignment from Worldwide Porcelain Insulators 1986 Supplement by Marilyn Albers & Jack Tod.

This is an unusual and early no-tie style. This early telegraph design attributed to Charles Todd was made by KPM (Königliche Porzellanmanufaktur) of Germany, known in Australia as 'Berlin Imperial Pottery'. These were likely manufactured between 1859-1865. KPM stopped making insulators for customers outside of Prussia due to war with Austria in 1864-65.
